The 1991-1995 conflict in Croatia left thousands of families uncertain as to the fate of their relatives, or unable to recover their remains.

Families have lived through years of hope and despair as they tried to exercise their basic humanitarian right – to know what happened to their missing relatives. The process involves the ICRC, the tracing services of numerous National Societies, those of other partners of the International Red Cross and Red Crescent Movement and various government bodies.

In December 2006, the ICRC published the first edition of the "Book of missing persons on the territory of the Republic of Croatia," listing people who went missing in Croatia during the 1991-1995 conflict.

"This fourth edition of the Book contains separate lists: the list of 1,716 persons who went missing on the territory of the Republic of Croatia and the list of 422 persons whose death is certain but the location of their human remains is not known, which in total accounts to 2,138 unresolved cases (as of 1 May 2015)."
